ALBANY - Even as he is being considered for his agency's top job, Preston L. Felton, the first deputy superintendent of the State Police, potentially worked his final day Friday after putting in for retirement, officials said.
Lt. Glenn Miner, a State Police spokesman, said Felton, 48, of Middletown, effectively ended his nearly 26-year career Friday. He is the highest ranking African-American in the agency's history,
