WASHINGTON _ President Clinton, in a high-stakes bid to resurrect his political fortunes, Thursday night proposed an array of tax breaks for the middle class, including a $500-per-child tax cut, the tax deductibility of college tuition, and a major expansion of Individual Retirement Accounts.
The $60 billion package of tax cuts, described by aides as the midterm equivalent of a new campaign platform, would be paid for with a variety of spending cuts and consolidations, officials said, as well as the privatization of operations such as the air traffic control system. Clinton rejected proposals to eliminate a Cabinet agency.
