THE RECENT DEVELOPMENT OF AIR FORCE Smart Operations for the 21st Century (AFSO21) has created new opportunities for industrial engineers. Most of the concepts espoused in AFSO21 represent principles, tools, and techniques in use by IEs for years. AFSO21 is a coordinated effort at achieving operational improvement throughout the rank-and-file of the massive Air Force organization. It is an integrative process of using lean, the theory of constraints, Six Sigma, business process improvement, total quality management, and other classical IE tools, with lean principles expected to make up about 80 percent of the programs efforts.
