NORTH CAROLINA had markedly mixed feelings about the North American Free-Trade Agreement. The state had made great strides in attracting high-tech businesses; but nearly a third of its factory workers produce textiles and clothing, just the sort of industry that NAFTA was supposed to draw inexorably to Mexico. North Carolina's two Republican senators voted against the treaty, but its House members split 8 to 4 in favour of it.
