Feb. 23--DELTONA -- Commissioner Bill Harvey is leaving office later this year, but he plans to spend another $3,000 in city money next month for one last trip to Washington, D.C., where he will accept an award for the many other seminars and conferences he has attended.

Harvey's trips have earned him that recognition, and easily made him the city's best-traveled elected official last year. In 2006 alone, he spent $7,400 on airline flights, hotel stays, meals and conference registrations, more than the rest of his six City Commission colleagues combined, according to an Orlando Sentinel review of the city's travel records. ...
