Feb. 27--A legislative compromise reached this weekend in Richmond calls for a National Park Service study on making Fort Monroe a national park, but it also established an 18-member board to examine other options for the 183-year-old post. A bill passed by the General Assembly on Saturday establishes the Fort Monroe Federal Area Development Authority to oversee the property's transition to civilian control in 2011.
The state-created authority essentially will replace a smaller board created by the city of Hampton to deal with military property vacated by the government. The seven-member Hampton board spent $540,000 in federal ...
