In a Congressionally-mandated report analyzing its regulatory responsibilities, the Interstate Commerce Commission has recommended "elimination of the special statutory restrictions against railroad control of a water carrier or motor carrier."
"Increasingly, transportation moves intermodally, and, as carriers strive to deliver seamless intermodal service, there is a growing move towards multimodal transportation companies with the capability of fully integrated services. This trend should be encouraged, not hampered, by regulation," said the ICC in an executive summary of the report, issued Oct. 26.
