Mar. 1--INDEPENDENCE -- Local officials on Wednesday declared Buchanan County a disaster area. The announcement comes on the heels of an ice storm that hit Northeast Iowa over the weekend and ahead of more threatening weather. The county is also in a flood watch because of a forecast predicting rain and sleet. Many Buchanan County residents are still without power, said Rick Wulfekuhle, emergency management director for Buchanan County.
