The Eugene police officer involved in the fatal shooting of a 19-year-old mentally ill man last November acted within department policy and was justified in using deadly force, a shooting review board has concluded.
Officer Shawn Trotter "reasonably believed Ryan Salisbury, armed with a knife and not responding to voice commands or less lethal impacts, posed an imminent threat of death or serious physical injury to officers," the board found.
