Mar. 4--Here in New York State it's illegal to drive without wearing a seat belt. It's illegal to drive with the steering wheel in one hand and a cell phone in the other. It's illegal to drive in the rain without the headlights turned on. It might also be illegal to step in the road while emptying a curbside mailbox. I can't remember, but it's probably on the books.
