Mar. 6--PANAMA CITY -- Although some city officials wanted to save it for a rainy day, the Panama City Housing Authority plans to turn five acres of concrete and asphalt on Balboa Avenue into a haven for the disabled and low-income seniors.

Housing Authority Executive Director Joe Woods and board Chairman Den Trumbull said the project will bring 125 apartments to people who cannot otherwise afford rent. The Housing Authority already has one complex for seniors, the James R. Asbell Memorial Homes on Lisenby Avenue. That facility has 47 units and a six-month waiting list.
