Mar. 7--Xcel Energy said it has fixed problems at its French Island waste-to-energy plant that caused it to fail a dioxin emissions test in August. Xcel tests emissions from both boilers at French Island each year to comply with permits from the Wisconsin Department of Natural Resources and the U.S. Environmental Protection Agency. While testing Unit No. 2, workers discovered a "pretty major" steam pipe leak, which immediately was repaired, said plant manager Mark Paitl. Dioxin test results that came back 21 days later showed the boiler had failed the test, so they shut it down while searching for the cause, he said.
