A proposal by the Federal Aviation Administration (FAA) to change the way the nation funds the nation's air traffic control system and airports received a skeptical reception on Capitol Hill.
As promised in President Bush's FY08 budget proposal, the Department of Transportation planned a dramatic shift in taxes and fees to support aviation programs with the details to follow.
