Mar. 10--As Jessica's Law winds its way through the Texas Legislature, the man who has reportedly fueled its passage, Odessan Dwayne Dale Billings, sits in the Ector County Detention Center seething over being used in Austin as the poster boy for the sex offender law.
"I'm pissed off," Billings said into a phone behind glass at the Ector County Detention Center. "I'm mad they (Austin legislators) talk about people."
Billings, 22, a registered sex offender, was charged with aggravated sexual assault of a 9-year-old autistic Odessa girl who went missing in Odessa in January. She was found alive in his home, and Billings ...
