San Juan is now preparing for the plebiscite on the ratification of a bill converting the municipality into a city, San Juan Mayor Joseph Victor Ejercito said yesterday.

He said House Bill 5828, the measure that would turn the town of San Juan into a city, was forwarded last month to Malacanang for President Arroyo's signature. However, the bill was left unsigned on its March 8 deadline for still unknown reasons.

Despite this apparent setback, Ejercito said they are now coordinating with the Commission on Elections to expedite the implementation of a plebiscite which will allow residents to either vote for or against ...
