ITS economy is on the skids. Its armed forces are technically still at war with all and sundry. And its supposed leader, Kim Jong Il, is either absent from view or else incapable of stringing more than three words together in public (most recently, the memorable "Happy new year"). Yet North Korea has lately been doing rather well for itself.
This week officials from the United States, Japan and South Korea held more talks about financing two nuclear reactors in North Korea. The three are already passing round the hat, since, to the chagrin of the Japanese and South Koreans who between them will foot perhaps 80% of the bill, the reactors are expected to cost around $4 ...
