Toronto -- When Ontario Premier Dalton McGuinty announced that in 2007 character education will become part of the core curriculum for all elementary and public schools in the province, he emphasized the universal values that transcend the province's diverse ethnic population. Twenty-seven percent of Ontarians and 52 percent of Torontonians were born outside Canada, so "it's especially important that we get this right," he said.
