Chicago reversed the flow of the Chicago river decades ago and Lake Michigan now flows into the river as opposed to the river emptying into the lake.
The real culprit however, the rain gods aside, may be Lake St. Clair. The Army Corps of Engineering dredged this very shallow lake so the big freighters can get between Lakes Erie and Huron. However, Lake Erie is substantially below Lake Huron and a strong current runs down into it; with that strong current that can run as much as eight knots also runs millions of gallons of water 24 hours a day, seven days a week.
What to do?
I propose a study be done on the feasibility of building a lock system ...
