Mar. 15--"Raines" proves that March isn't just the rag and boneshop of the TV season, where every hackneyed, weary, bloodless idea goes to die a deserved death. The reason -- you see -- is because "Raines" is good. Actually, make that quite good and possibly the best new show on NBC since September, after "Heroes" and "30 Rock" (OK, "Friday Night Lights" fans. We'll add that one in the mix too.)
