Mar. 15--RAYMONDVILLE -- Willacy County District Attorney Juan Angel Guerra will not appear before a grand jury investigating concerns that include abuse of power, he said Wednesday. Special prosecutor Gus Garza presented Guerra with a letter that asked him to appear Friday before the grand jury, he said. "He's asking my attorney if I would want to address the grand jury," Guerra said, adding it was the first time Garza asked him to appear before the grand jury.
