Mar. 21--Nearly half of Hazleton's illegal immigrant population doesn't pay taxes, draining the city budget, its resources and school district, an immigration expert testified Tuesday as the city began its defense of its Illegal Immigration Relief Act. Steven Camarota, director of research for the Center for Immigration Studies in Washington, D.C., said the low tax compliance of illegal immigrants "hits these budgets hard with little or no growth in earned income tax."
