In the districts we studied, gaining administrative support for physical education was a pivotal factor in building and maintaining programs. Consider this typical example of a principal's views on physical education, and her subsequent supportive actions:
Our physical education teacher identified 28 students in the school who were behind their peer group in physical abilities and/or lacked the emotional readiness to learn.
