Mar. 22--SOUTHWEST RANCHES -- When Al Avello needs an extra bale of hay for his farm or wants to visit a neighbor, he hops into his golf cart and hits the street. In this town of about 7,000 residents, where homes sit on multi-acre lots, some say using a golf cart is the best way to get around. It's cost effective, emits less pollution and "because golf carts are slow moving, they promote a more neighborly atmosphere," Avello said. "You see the neighbors, you talk, it provides a bond."
