A single-payer health care initiative has qualified for the November ballot in California, promising a titanic battle pitting insurers and other businesses against unions and consumer groups and drawing national attention.
The California Health Security Act, which would establish a staterun health care system financed by a payroll tax and income tax increases, qualified for the ballot when 725,713 of the more than 1 million signatures submitted were judged valid by the California secretary of state. A total of 615,958 signatures was needed.
