Mar. 23--Virginia's two U.S. senators are behind the latest skirmish in the ongoing battle between the U.S. Department of Education and Virginia over testing students who are learning English.
Republican Sen. John Warner and Democratic Sen. Jim Webb this week introduced legislation to provide Virginia and other states a year to come up with new tests for these students without penalties for not meeting federally mandated student achievement goals. An identical bill was introduced in the House.
