North Dakota lawmakers this year are grappling with proposed tax cuts and a revamping of funding for K-12 schools, but also are considering measures to boost the state's economy with new utility plants.
The state's strong revenues prompted Gov. John Hoeven to pass up new bonding for the coming biennium, but as with recent years, the Legislature is considering a new authority that would have bonding power.
