Environment: Water project moves forward with nary a complaint

Conciliation works better than confrontation when planning a water storage project near environmentally sensitive lands. That's the lesson a North County water district says it learned in designing a proposed emergency storage reservoir.

Planned for just west of Lake Hodges, the Olivenhain Municipal Water District's reservoir will cost up to $80 million and hold up to 24,000 acre-feet, or 7.8 billion gallons. The district serves 39,000 people from Rancho Santa Fe to the Escondido border.

Environmental reviews are complete, and the district expects final federal approval early next year.
