NEW YORK -- Fitch assigns an underlying 'A+' rating to the Hillsborough County School District, Florida's (the district) approximately $84 million refunding certificates of participation (COPs) (School Board of Hillsborough County, Florida Master Lease Program), series 2007. The COPs, expected to be insured by MBIA Insurance Corp., are scheduled to price April 4 via negotiation with a syndicate led by UBS Investment Bank. Ford and Associates, Inc. serves as the district's financial advisor. Proceeds will be used to initiate or complete the construction of five existing school facilities.
