A National Park Service plan to overhaul visitor facilities at Mount Rushmore National Memorial emphasizes new construction at the expense of the park's history and resources, NPCA contends.
In 1990 the Park Service approved a four-phased construction project at the nearly 70-year-old park, where the busts of Presidents George Washington, Thomas Jefferson, Abraham Lincoln, and Theodore Roosevelt pay tribute to freedom and democracy.
