Apr. 10--A defense lawyer has filed his third lawsuit in a year against Nassau County District Attorney Kathleen Rice, this one contending the county's grand jury system is unconstitutional. Thomas Liotti, of Garden City, said in the suit that the grand jury rooms should be moved out of the Nassau district attorney's offices, and that the grand jury hearings should be presided over by independent staff, rather than by prosecutors. Throughout New York State, prosecutors preside over grand jury panels -- groups of citizens who hear evidence in a case and decide whether there is enough evidence to indict.
