Apr. 11--What do homes in Santa Barbara County have in common with those in Kokomo, Ind., and Jackson, Mich.?

The three regions had the lowest home price appreciation nationwide last year, landing in negative territory, according to a federal housing research group.

Over the year period from fourth quarter of 2005 to fourth quarter 2006, home prices in Santa Barbara County fell by 4.2 percent, the Office of Federal Housing Enterprise Oversight, reported recently.

That ranks second behind Kokomo, Ind., which had the lowest appreciation in the nation, falling by 5.3 percent. Jackson, Mich., values slipped by 3.9 percent.
