Apr. 12--Orlando leaders have hammered out details of a plan to build and operate the proposed downtown performing-arts center, which is now expected to open at least a year later than originally planned.

City officials said the draft agreement protects the public's investment in the $379 million center while giving the nonprofit corporation that would run the center wide latitude in deciding how to make it a success.
