Apr. 12--For red-light runners, it's just a matter of time. Law enforcement officials across Hampton Roads are preparing for a new state law that will allow communities to catch traffic-light scofflaws on camera starting July 1. But a complex series of financial and political hurdles means that it could be months before drivers who run red lights also run the risk of being caught on film.
