Apr. 13--Tom Jones of Norton doesn't have a business degree, and he didn't develop a background in finance working for the railroad for 36 years. But as a fourth-term Norton councilman, he believes he brings to the table a commodity sorely lacking in today's world: common sense. And that common sense quickly told Jones that there was a noticeable disparity between the $2.5 million budget for the Norton Police Department this year and the $1.182 million it would cost Norton to contract with the Summit County Sheriff's Office.
