Apr. 13--VICTORVILLE -- When a tow truck driver arrived at a local apartment complex to remove a "boot" from a parked vehicle, the u n d e rc ove r deputy may have played dumb, but she asked all the right questions. "Isn't this illegal?" asked Deputy Eileen Smith of the $365 "boot-removal" fee. "Isn't the most you can charge me like around a hundred dollars?"
To both questions, she was met with a "no."
Authorities say otherwise -- over the past several months there have been upwards of 50 similar cases of unsuspecting motorists being forced to pay exorbitant, and illegal, rates for services by All Pro Towing.
