How can the Advisory Council help cities identify and respond to the current and future challenges they face? Answering this question is the focus of the Advisory Council's 2007 agenda to build a new capacity for NLC around "futuring."
At its meeting during the Congressional City Conference, the Advisory Council set into place a plan to begin a "scanning" effort as part of its work. Scanning is a technique that identifies emerging issues, budding trends, and early indications of factors that will affect the future.
