Apr. 18--NORFOLK -- Responding to emphatic calls for tax rate relief, City Manager Regina V.K. Williams said this afternoon that she is recommending a 10-cent reduction in the real estate tax rate, the largest rate cut proposed this spring in South Hampton Roads. Norfolk's real estate tax rate of $1.27 per $100 of assessed value, among the state's highest, would fall to $1.17. If enacted by the City Council, the change means taxes would still rise for most homeowners, but not by as much as in recent years.
