With prodding from new president and CEO Adam Wasserman, the Cleveland-Cuyahoga County Port Authority is holding up a study of the port's future needs so it can investigate the possibility that ocean-going container freight vessels could drop their loads on the north coast of Lake Erie.
The move is part of an effort by Mr. Wasserman, who has been on the job for about two months, to rethink the port authority's operations.
