Apr. 19--Last Wednesday it was learned that the White House has been seeking to appoint a high-powered "war czar" to oversee the conflicts in Iraq and Afghanistan, issuing binding orders to the Pentagon, State Department and other relevant agencies -- but that three retired four-star generals had turned down the job. Later that day, it was learned that all active-duty soldiers currently deployed or going to Iraq or Afghanistan will have their one-year tours of duty extended to 15 months.
