Apr. 22--The concept seems simple, but the details are almost unfathomably complex. If the Legislature's Education Committee has its way, all schools in Douglas and Sarpy Counties will rely on the same property tax base. Shifting to a common property tax levy would smooth out financial gaps between rich and poor districts in the proposed two-county learning community, said State Sen. Ron Raikes, who heads the education panel. "The idea is, we're all committed to supporting all of the public schools in the metro area," Raikes said.
