A number of oversight issues and options exist for Congress as it grapples with cost overruns on the Navy's Littoral Combat Ship (LCS) program, including establishing cost caps for future ships and possibly shifting construction to larger shipyards, according to a new Congressional Research Service (CRS) report.
In attempting to deal with the cost growth in the LCS program, Congress could "establish additional cost caps for other ships in the program; establish additional or stricter reporting requirements for the program; require future LCSs to be built with fixed-price contracts that incorporate ceiling costs and share lines that ...
