After a promising start cracking down on corruption, the Democrat-controlled U.S. Congress is losing its urge to clean house.
Bans on free trips and meals were imposed in the initial rush for ethics reform. But the most obvious unfinished business is to establish a meaningful system for enforcing these new ethics rules.
