A conference in Amman on May 28-30 could give the world a legal perspective of Iraq's petroleum E&P for years to come. Officially titled the "Iraq Oil, Gas, Petrochemical and Electricity Summit", the meeting will focus on the new hydrocarbon law. On its Web site, the Iraq Development Program (IDP) calls the Amman gathering a "historic landmark event". The IDP Web page says: "Following declaration of new foreign investment laws for the extractive industries, the [Iraqi] government is now finalizing its new hydrocarbon laws" - of which promoters say the timing "could not be better".
The hydrocarbon law and the push to see it quickly passed have raised questions ...
