May 3--PANAMA CITY -- The explicit note that cost Rick Barnett his job was all a dream.
That's how employee Nicole Mincey described it in a written complaint against the former Bay County property appraiser. According to the complaint, he told her about a sexual dream he had involving her, and she asked him to write it down.
When he did, she used it as proof in a sexual harassment complaint to the state.
