Article: EDITORIAL: White House search for a 'war czar' looks like floundering for ideas, control.(Editorial)

May 8--As columnist David Broder observes on the facing page, the Constitution designates the president as commander-in-chief of the nation's armed forces. So, President Bush is at the top of the military chain of command. Ostensibly, that means he is the one responsible for the nation's policy regarding the military conflicts in Iraq and Afghanistan. Serving under him are Secretary of Defense Robert Gates and the Joint Chiefs of Staff, who are responsible for carrying out orders.

Why, then, does the White House need a "war czar" to make sure the President's new policies in Iraq are carried out effectively? Aren't the defense secretary and Joint Chiefs doing ...
