STURBRIDGE - "Principles should always rise before personality" was the tune that the Planning Board Chairman was tooting last night, but not all of the Planning Board members were singing along.
Planning Board Chairman Thomas R. Creamer said the seven-member Planning Board currently has a situation in which four of its members serve on the 11-member Zoning Study Committee, which in turn, makes a quorum.
