May 12--Anyone who foolishly believes that democracy is going to break out in Iraq in the next few months needs to consider Northern Ireland.

After more than 30 years of what became known as the Troubles, peace might finally be at hand. There have been many failed efforts to end the fighting but this time optimism seems in order.

This time two of the most radical leaders of each side have agreed to a political power-sharing deal that has long been believed to be the key to peace.
