In the wake of the 1967 Israeli-Arab war, eight Arab heads of state met in Khartoum, Sudan, to decide how to react to the humiliating defeat. The leaders' message was straightforward: There would be no peace with Israel, no recognition of and no negotiations with the Jewish state. Following the summit, most Arab countries adopted the "three no" approach as their official policy, and for many years Israel was considered to be an illegitimate entity.
