May 14--When the venerable Pueblo County Board for Developmental Disabilities changed its named to Colorado Bluesky Enterprises a few years ago, it wasn't just a feel-good thing.
The name reflects not only the hope the agency holds for people with disabilities, but also the far-reaching business enterprise it has become. And a large part of the credit goes to Larry Velasco, who has headed the agency for 30 years.
Throughout his 47 years in the field, Velasco has witnessed a dramatic transformation in services to people who are born different.
