With its own collection of venerable gurus and enlightened sayings, total quality management (TQM) spread throughout the U.S. and the rest of the industrial world as the latest miracle cure for every management illness. TQM methods are in use or being implemented at 70 percent of U.S. companies. U.S. government agencies such as the Department of Defense (DoD) and the National Aeronautics and Space Administration (NASA) are implementing aggressive TQM and continuous improvement programs. TQM consulting is a burgeoning business with sales of over $750 million in 1991.
